Construction Contract Administration in Ethiopia: Practical Project Workflow

Construction contract administration is the disciplined record of what was instructed, communicated, assessed, authorized, certified and closed. A useful system keeps the technical event, contractual notice, commercial position and final decision connected without treating any one party’s claim as an approved entitlement.
1. Establish the contract control record
Record the contract reference, parties, commencement and completion dates, agreed response periods, contract value and the people authorized to issue, review and approve contractual records. Keep the executed contract and amendments in controlled document versions.
Create registers for instructions, notices, correspondence, variations, payment certificates, guarantees, retention, practical completion and defects obligations. The register should show status, dates, responsible parties and linked evidence.
2. Connect instructions to notices and change
A site instruction or design clarification may create a contractual event, but the instruction itself should not automatically become an approved variation. Preserve the instruction, the Contractor’s response, any notice, the technical assessment and the commercial assessment as separate records.
Where the Contractor claims cost or time impact, record the claimed value and days separately from the Consultant’s assessment, recommendation and the Client’s authorization.
3. Control deadlines and correspondence
Track contractual response dates and notice periods so overdue actions are visible. Correspondence should identify the relevant contract event and reference the records that support the position rather than depending on disconnected email or messaging history.
Sensitive claim and dispute material may require restricted access or legal hold. Preserve the original communication and subsequent response history rather than rewriting past positions.
4. Reconcile certification and close-out
Payment certification, settlement and contract value are related but different records. Review cumulative certification, previous certificates, retention, advance recovery and approved changes separately.
At practical completion, connect handover evidence, remaining defects obligations, retention status, warranties and the final-account trail. A completed project should still preserve the chronology needed for later review or dispute resolution.

Example: a site instruction changes a drainage route. The Contractor records a notice and requests ETB 420,000 plus 5 days. The Consultant assesses ETB 360,000 and 3 days. The Client authorizes ETB 350,000 and 2 days. Synergy should preserve all four positions, the instruction, supporting RFI and the final authorization.
