BOQs, Variations and Payment Certificates: Keeping the Project Record Clear

A bill of quantities, a variation request and a payment certificate answer different questions. The BOQ organizes the work and rates; the variation records a proposed and authorized change; the certificate records the work and amounts certified. Keeping those records connected helps Ethiopian project teams explain a valuation without losing the history behind it.
Start with a consistent measurement reference
Identify each measured item by its BOQ reference, description, unit and applicable rate. Record the measurement period and the evidence behind the quantity. Distinguish original quantities, authorized revised quantities, executed quantities and certified quantities.
A forecast is useful for planning but does not itself change an authorized quantity. When a quantity changes through an approved variation, preserve the reference and the previous position so the team can explain the movement.
Keep the variation stages visible
Record the Contractor’s requested value, the technical or commercial assessment, the recommendation and the final authorization separately. The disagreement between those figures can be important to understanding how the decision was reached.
Before treating a change as authorized, check the record’s status and supporting approval. Connect the change to the instruction, drawing, measurement or finding that caused it. Record the proposed time effect separately from the monetary value.
Reconcile cumulative certification
A cumulative certificate must account for amounts already certified. Review the current cumulative position, previous certification and the resulting movement before considering retention, recovery or other agreed adjustments.
Illustrative example: current cumulative certified gross value is ETB 180,000 and previously certified gross value is ETB 90,000. The gross movement for the current period is ETB 90,000. Retention and other adjustments require their own supporting calculation using the project’s agreed terms. These figures illustrate the record structure and are not construction rates.
Keep certification, authorization and settlement distinct
An authorized variation changes the approved commercial position. An issued payment certificate records certification. A receipt or payment record provides separate evidence of settlement. Reconcile these records instead of treating any one of them as a substitute for the others.

Review question: if the Contractor requests ETB 120,000 for a change and the final authorization is ETB 100,000, can the team still see the original request, the assessment and the decision? A clear register retains all three positions.

- Are proposed changes separated from authorized values?
- Is previous certification accounted for?
- Can each adjustment be traced to its basis?
- Is settlement recorded separately from certification?
